Horowitz has been with the Washington County Government for over 3 years. During this time he was General Manager of the Business Development Department. In this position, Horowitz was responsible for marketing Washington County to out-of-state areas to attract new development investment, which aided in the creation of new jobs and a new tax base for the county.
Prior to Washington County, Horowitz came from a sixteen-year career in business that consisted of positions in management, business development, brand management, leadership strategy and product development for local, regional and international companies. He was also an adjunct professor at Hagerstown Community College from 2017 to 2019.
Horowitz received his bachelor’s degree in psychology from Frostburg State University in 2002 and his master’s degree in business administration from the University of Maryland University College. He is also a member of the International Economic Development Association and the Maryland Economic Development Association.
As the newly appointed Director of Business Development, Jonathan said, “I am honored by the confidence shown in me by the Board of County Commissioners. I look forward to using my skills, education and professional experience in this new role to further move Washington County, MD toward the future community we all want to live in.”

Jonathan currently resides in the city of Hagerstown with his wife and daughter. Jonathan enjoys playing guitar and anything car related, especially his old Datsun Z cars. He spends the remaining time helping his wife with her nonprofit animal rescue.
